I guess that many of the authors would agree that their games are somewhat experimental, and are striving towards a better form. If pages are moves, and new pages are only created by making links from old ones, then the analogy seems to work. While a good GBG, the GPG has a limited vocabulary and therefore lacks the universality of the game in the novel, something that is necessary to bring it to the advanced level implied by the "Ideal Game" title of this page.
