New Ruleset for Testing: "Siege by Number"

I've uploaded my first piecepack ruleset to the "Rulesets in 
Progress" section of this group's files.  If anyone is able to test 
it out and give me some feedback, I'd greatly appreciate it.

Assuming there's no major flaws in the design, I hope to turn this 
into the first game to make use of the piecepack DLL that I mentioned 
in an earlier message.
