I think I know the problem I was having.
I was able to open the SVG in Inkscape, but not Adobe Illustrator. When I went to "Save As" I had the option to save it as an "Inkscape SVG" or a "Plain SVG". I think the Plain SVG may work better in other programs. But that's just a guess. This site seems to say at the Inkscape SVG will work in other programs, but it didn't work for me in this case -
