Actually it does.  It is saved as XML (change the saved extention to 
.zip and then open it in winzip or something). look into it man. You can 
create whatever css, and xsl you want to make any document in openoffice 
look consistant.

it does doc book. i think the point is. that everyone will work in 
whatever the hell they want. but if you are wanting to get XML with 
pictures, or convert word to XML, openoffice is a good match.
