   Good question.  This was mistakenly omitted from the rules.  
gazebos do indeed block LOS.  In playtesting, we considered a 
gazebo to obstruct as if it were a 1 x 1 x 1 terrace (a 
single-space, 1 height terrace).

   Another omission from the rules.  You're too good!  At the end 
of the game, there must be no exposed supports.

   Agreed.  The LOS rules are Hanging Garden's greatest 
weakness.  We went round and round with them in playtesting 
and I'm still not satisfied in the least with them.

   Hee hee!  No apologies needed, Andrew.  These types of 
questions are exactly what a beta ruleset needs.
