It is as much an expansion as they piecepack pyramids are.

"Hexpack includes 24 hexes (approx 50mm across) only.  No dice, disks
or pawns are included with the Hexpack."

The idea is that you can use the hexpack in addition to your existing
piecepack in order to create new games.

A link to hexpack.org sounds like a good idea to include though.
